Upon recommendation of the Superintendent of Schools, the Education/Student Discipline Committee presents the following resolutions for the Board’s consideration:
 
E-1.     SUPERINTENDENT’S REPORT OF HIB
            Superintendent’s Report of Harassment, Intimidation and Bullying (HIB) for the period April 26, 2023 to May 8, 2023, in accordance with the information in the hands of each Board member (no vote required; for reporting purposes only).
 
E-1A.  AFFIRM SUPERINTENDENT’S DETERMINATION OF HIB
            Affirm the Superintendent’s determination of Harassment, Intimidation and Bullying (HIB) for the periods April 19, 2023 to April 25, 2023, in accordance with the information in the hands of each Board member.
 
E-2.     APPROVE NJSIAA MEMBERSHIP AND DAANJ MEMBERSHIP
            Approve the membership and dues for the New Jersey State Interscholastic Athletic Association (NJSIAA) ($2,500.00) and Directors of Athletics Association of New Jersey (DAANJ) ($175.00) for Union High School Athletic Department for the 2023-2024 school year, in accordance with the information in the hands of each Board member.

F-3.      CERTIFY TREASURER’S AND SECRETARY’S REPORT
            Pursuant to N.J.A.C. 6A:23-2.11(a), I certify that as of April 30, 2023 no budgetary line item account has obligations and payments (contractual orders) which in total exceed the amount appropriated by the district Board of education pursuant to N.J.S.A. 18A:22-8 and 18:22-8.1.

            Pursuant to N.J.A.C.6A:23-2.2(h), we certify that as of April 30, 2023 after review of the secretary’s monthly financial report (appropriations section) and upon consultation with the appropriate district officials that to the best of our knowledge no major account or fund has been over-expended in violation of N.J.A.C. 6A:23-2.2(d)3 and that sufficient funds are available to meet the district’s financial obligations for the remainder of the fiscal year. This certification is solely based on the information provided by the School Business Administrator and Board Secretary and is assumed by the Board to be correct.

F-15.    APPROVE SUBMISSION OF APPLICATION – BSCA STRONGER CONNECTIONS COMPETITIVE GRANT
            Approve submission of an application for the Bipartisan Safer Communities Act (BSCA) Stronger Connections Competitive Grant Award, due May 31, 2023 for the 2023-2024 school year.
 
F-16.    APPROVE SUBMISSION OF ARP ESSER GRANT AMENDMENT
            Approve submission of an amendment to the ARP ESSER Grant on EWEG.
 
F-17.    APPROVE ACCEPTANCE OF NJDCA LOCAL RECREATION IMPROVEMENT GRANT AWARD
            Approve acceptance of $84,000.00 from the New Jersey Department of Community Affairs (NJDCA) Local Recreation Improvement Grant for the 2022-2023 school year.  The grant award will be used to upgrade the playground at Battle Hill Elementary School.
 
F-18.    APPROVE PARENT/PUPIL TRANSPORTATION CONTRACT – 2023-2024
            Approve parent/pupil transportation contract for special education student attending First Children at the rate of $39.74 per day (not to exceed $8,367.00) for the 2023-2024 school year, in accordance with the non-public information in the hands of each Board member.
 
F-19.    APPROVE PARENT/PUPIL TRANSPORTATION CONTRACT – 2023-2024
            Approve parent/pupil transportation contract for special education student attending DLC Warren at the rate of $20.96 per day (not to exceed $4,276.00) for the 2023-2024 school year, in accordance with the non-public information in the hands of each Board member.

            Approve petty cash account for costs associated with students’ IEP driven Community Based Instruction (CBI) for the 2023-2024 school year at the following schools: (a) Burnet Middle School - $1,800.00, (b) Kawameeh Middle School - $1,800.00 and (c) Union High School - $9,600.00.

            Approve Frontline, the district’s program for absence management (AESOP), professional growth (certified staff professional development and evaluations), IEP (special education), 504 interventions, recruiting and hiring (AppliTrack) and time and attendance for the 2023-2024 school year, in the amount of $94,395.70, in accordance with the information in the hands of each Board member.

L. Grievance/Negotiations Committee:
Upon recommendations of the Superintendent of Schools, the Grievance and Negotiations committee presents the following resolution for the Board’s consideration:
 
G-1.     APPROVE TO GRANT THE RELIEF REQUESTED IN GRIEVANCE NO. 2022-23-2
            WHEREAS, the UTEA filed Grievance No. 2022-23-2 alleging certain violations of the Collective Bargaining agreement between the Board of Education and the UTEA; and
 
            WHEREAS, the Board, without admitting any wrongdoing, agrees to grant the relief requested in the grievance as it pertains to the October 28, 2022 memorandum.
 

M. Operations Committee Resolutions:

Upon recommendation of the Superintendent of Schools, the Operations Committee presents the following resolutions for the Board’s consideration:
 
O-1.     APPROVE SECURITY DRILL/BUS EVACUATION REPORTS
            Pursuant to N.J.S.A. 18A:41-1 and P.L. 2009, Chapter 178, approve the following security drill and, if applicable, bus evacuation reports for the 2022-2023 school year, in accordance with the information in the hands of each Board member.
 
O-2.     APPROVE UPDATED SUBMISSION OF APPLICATION FOR USE OF RABKIN PARK
            Approve the updated submission of the application for the use of Rabkin Park on May 23, 2023 (updated rain date May 25, 2023) to the Union Township Parks and Recreation Department, in accordance with the information in the hands of each Board member.

            Approve Dr. Gretel Perez, Assistant Superintendent of Curriculum and Instruction, to virtually attend EdWeek Leadership Symposium (May 10-12, 2023) for a total cost not to exceed $650.00.
